Facility Safety & Security Program

BACKGROUND

Central campus funding for certain aspects of facility maintenance has declined, resulting in delayed maintenance in some campus buildings. In certain cases, this results in a building system or component that is no longer safe for occupants and guests.

In addition, departmental security needs and campus security policies and procedures have created a situation where departments cannot afford necessary security measures that have been mandated by the UW–Madison Police Department.

Despite efforts to define items covered by campus resources and repeated calls for support to fix unsafe situations, there is still a gap between what is needed and what campus will support.

FUNDING MODEL

Campus funding will be sought for all proposals to this program. Any remaining costs for safety and/or security issues that qualify for this program will be split between the School of Education and the department/unit. The School of Education will contribute up to 50 percent of the cost. The department/unit is responsible for the remaining 50 percent.

Allocations to an individual department/unit are capped at $15,000 each fiscal year.

PROGRAM SCOPE

This program covers facility-related safety and security issues, with its intended use for building infrastructure or building systems only. Issues related to departmental equipment are not covered under this program and are the sole responsibility of the department/unit.

• Hazards covered by this program include, but are not limited to:
  • Fire
  • Gas
  • Chemical
  • Slip, fall, or trip
  • Low oxygen
  • Electrical
  • Heating, Ventilation and Air Conditioning (HVAC)
• Security issues covered by this program include, but are not limited to:
  • Lock function changes
  • Lock rekeying
    PLEASE NOTE: rekeying requests will be subject to full key record review. Rekeying that is necessary due to poor departmental key management do not qualify for this program.
  • Electronic lock/card access systems
  • Security cameras

PROGRAM SUBMISSION PROCESS

The following steps and documentation are required to submit items to this program:

1. Department/unit identifies a facility-related safety and/or security issue
2. Department/unit reports it to Facilities Planning and Management (FP&M), Environment Health and Safety (EH&S), or UW–Madison Police Department (UWPD) as appropriate
   1. The request must indicate that the issue is safety or security related
   2. The request should NOT include a Physical Plant cost center number or funding information
      1. Departments/units will not be reimbursed through this program after the fact for work submitted with departmental funding.
3. If FP&M, EH&S, and/or UWPD are not willing to commit funds for the issue, submit it to School of Education Building Services via email (buildingservices@education.wisc.edu) or via the application form
   1. Include all information from the original request, as well as any relevant information about the issue
4. School of Education Building Services will follow up with FP&M, EH&S, and/or UWPD
   1. The strongest case possible will be made in coordination with the department/unit that the issue be resolved with campus funds
5. If FP&M, EH&S, and/or UWPD are still not willing to commit funds , the issue will be reviewed by School of Education Building Services for funding from this program

CRITERIA FOR FUNDING

All issues submitted to School of Education Building Services will be reviewed on a case-by-case basis using the following guidelines:

• Documented lack of commitment from Facilities Planning & Management, Environmental Health & Safety, and/or UW–Madison Police Department
  • School of Education Building Services, in coordination with the department/unit, will exhaust all options with FP&M, EH&S, and/or UWPD for any issue submitted to this program
• Available funding
  • Adequate funding must be available from the School of Education and the department/unit in order to proceed with a resolution under this program
    • Allocations to an individual department/unit are capped at $15,000 each fiscal year

REPAIR/INSTALLATION COORDINATION

For work funded by this program, School of Education Building Services will be the primary contact, with onsite coordination delegated to the department/unit as needed.
